A1 Certificate — How to Get It and Why It's Essential for Posted Workers
The A1 certificate (formerly E101) is a critical document for every posted worker. It proves that the worker remains covered by their home country's social insurance and is not required to pay contributions in the host country.
What is the A1 certificate?
The A1 is an EU social security form issued by the social insurance institution in the worker's home country. It confirms that a worker posted abroad continues to be covered by the home country's social security system — meaning they do not need to enrol in the host country's system.
Without an A1, the employer risks being liable for social insurance contributions in both the home and host country.
Who needs an A1?
- Workers posted on an employment contract
- Agency workers
- Self-employed individuals (B2B) posting themselves to work abroad
How to apply for an A1
The employer submits the application to the competent social insurance institution in their home country. The application typically requires:
- Employer details (tax ID, registration number, address)
- Worker details (national ID, personal data)
- Posting period (dates)
- Destination country
- Description of the work to be performed
How long does it take?
Standard processing time is 2–4 weeks from submission of a complete application. The institution may request additional documents, which extends the timeline. Apply at least four weeks before the worker departs.
How long is the A1 valid?
The A1 is issued for the specific posting period, up to a maximum of 24 months. After that, an extension can be requested (requires host-country consent).
Is the A1 checked during inspections?
In France, DREETS inspectors can and do request the A1 during inspections. In Germany, customs officers (Zollverwaltung) may also request it. Its absence may trigger an investigation into social insurance compliance.
