The Meldeportal is Germany's official system for registering posted workers. Every foreign company sending employees to work in Germany must complete a Meldeportal notification before work begins. This article walks through the entire process step by step.

What is the Meldeportal?

The Meldeportal is an electronic registration system operated by the Zollverwaltung (German Customs Authority). It serves a similar purpose to France's SIPSI: notifying German authorities that foreign workers will be performing services in the country.

The system is available at meldeportal-mindestlohn.de and has an English-language interface.

Who must register?

Every foreign employer posting workers to Germany in sectors covered by the MiLoG (Minimum Wage Act) or AEntG (Posted Workers Act). This includes:

  • Construction and civil engineering
  • Transport and logistics
  • Cleaning services

  • Temporary agency work
  • Other sectors where minimum wage or collective agreement rules apply

Step 1 — Create an account on the Meldeportal

Go to meldeportal-mindestlohn.de and register your company. You need a valid email address. Account creation is straightforward and takes a few minutes.

Step 2 — Enter employer details

Fill in your company information: name, registered address, tax ID, and sector. This only needs to be done once — the system saves your employer profile for future notifications.

Step 3 — Add workers

Enter the personal details for each posted worker. Unlike SIPSI, the Meldeportal does not require a photo or professional ID card. You can add multiple workers to a single notification.

Step 4 — Enter posting details

Specify the dates, worksite location in Germany, and the German client or main contractor (if applicable). Include a brief description of the work to be performed.

Step 5 — Submit the notification

Review all details and submit. The system generates a confirmation number. Save it — you'll need it if customs inspectors request proof of registration.

Step 6 — Keep records at the worksite

After registration, the following documents must be available at the German worksite or submitted to the Zollverwaltung on request:

  • Meldeportal registration confirmation
  • Workers' identity documents
  • A1 certificates
  • Employment contracts (German or English translation)
  • Payslips proving wages meet the Mindestlohn
  • Working time records — these must be kept for 2 years after the posting ends

How long is a Meldeportal registration valid?

For the specific posting period stated in the notification. If the posting is extended or new workers join, an updated notification must be submitted.

  • Missing Meldeportal registration: fine up to €30,000
  • Missing working time records: fine up to €30,000
  • Paying below Mindestlohn: fine up to €500,000
